- League Constitution -

I. League Guidelines
A. Each League will consist of  20 teams, split into 2 Leagues, with 2 Divisions of 5 teams.
B. There will be a 20 week Regular Season running from April to mid August, followed by the Playoffs (see section XII.).
C. All leagues will be "Keeper" leagues, where players are retained by each team in perpetuity or until they release or traded, and
. will have a "Salary Cap" system, as outlined in section VII. below.
D. Each week in the Regular Season will run from Monday thru Sunday, with a League Schedule posted on the website.

II. Annual Draft
A. There will be an Annual Draft conducted in every year, with the draft order determined by a combination of a Lottery system
. (see E. below) and the prior season's Playoff results, with the Draft order announced January 1st.
B. The Fantasy Baseball Federation Draft will be conducted annually in February.
C. Each annual Draft will proceed in 1 thru 20 order throughtout the entire draft, and will consist of 4 Rounds.
D. Only players that have MLB experience and that are not already affiliated with another Fantasy Baseball Federation team are
. eligible to be drafted.
E. Annually, the twelve teams that did not qualify for the previous season's Playoffs will have their draft order determined by a
. "Draft Lottery" system in which each team will have a weighted factor based upon their previous season's W-L record. The
. team with the worst record is not guaranteed the top overall draft position.
F. Pre-Lottery position ties will be resolved first by Fantasy Pts scored, then Head to Head record, and finally via die roll.
G. The remaining (Playoff) teams' draft order will be in reverse order of  their Playoff finish, ie: the World Series winner will pick
. 24th, the Loser 23rd, etc. Any ties will be resolved by Playoff W-L records followed by Points and die roll as needed.
H. Until the Automated/Online Draft feature is available, all leagues will use a set "Draft Pick Chart" to determine the time periods
. in advance of when each team's pick is on the clock, with the entire draft being mapped out in advance.
I. Each team may make their Draft pick selection either once the Draft time period prior to theirs ends, after the team charted prior
. to them announces their selection, or at any time during or after their allotted time period.
J. The Draft will not stop if a team misses their charted time period.

III. Draft Pick Restrictions
A. No team may accumulate more than 4 draft picks in any one Round or a total of 10 picks for the entire Draft. Any trade(s)
. causing a team to exceed these limits will be voided.
B. Draft picks may be traded, however not beyond two years, for example:

. Prior to (and during) the 2009 Draft only draft picks for the 2009 and 2010 Annual Drafts may be traded. After the 2009
. Regular Season starts then 2011 Draft picks may be traded as well.

.

C. No team may go two consecutive years without making a selection in the 1st Round of the Annual Draft. The Draft pick does
. not need to be what was scheduled to be their own pick, but does need to be a 1st Round pick. Any trades that would cause
. a violation of this rule will be voided.
D. In addition, any team not making a 1st Round pick in any draft, will be required to maintain a 1st Round pick in the following
. draft at all times.
E. Any team that has not made a 1st Round pick which does not have a 1st Round pick for the next draft at their disposal
. when the following year's picks become eligible to be traded, will have those next draft picks frozen. Only trades that
. would return a 1st Round Draft pick to bring the team back into compliance will be allowed.
F. Any team that does not make an Fantasy Baseball Federation 1st Round pick for two consective years, will have all their
. draft picks for the next subsequent two years frozen, with no trading exceptions.
G. No team may hold the #1 overall pick in the Annual/Rookie Draft for more than two consecutive seasons, unless they do so
. with their own pick and as a result of Lottery Draw in each of those Drafts, in which case the limit is three consective seasons.
H. Any team awarded the #1 pick via Lottery Draw (as in G. above) for a fourth consecutive season, shall receive the #2 pick
. instead, with #2 team receiving the #1 pick overall.

IV. Player Positions
A. A player's position eligibility at the beginning of each season will be their primary position from the past season, the position
. where they played the most games the prior MLB season.
B. In the event that a player played an equal number of games at 2 or more positions so that no one position is the primary,
. then they will qualify at each of those equal positions.
C. Players may earn eligibility at additional positions during the course of the current season, by playing in 10 or more games
. at a given position (except pitchers, see D. below). Teams must submit their requests for eligibilty to the Commissioner.
D. Pitchers gain eligibility as a RP after making 5 or more relief appearances during the current season or SP after making
. 3 starts. Teams must submit their requests for eligibilty to the Commissioner.
E. All player positions will be locked regardless of any eligibility changes at the Trading Deadline.

V. Roster Limits
A. A player may play only the positions listed on their Fantasy Baseball Federation Team Rosters.
B. Each team will be required to maintain an "Active"Roster size of at least 23 players with a maximum of 26, and must include:

2 Firstbasemen 4 Outfielders
2 Secondbasemen 3 Starting Pitchers
2 Thirdbasemen 4 Relief Pitchers

C. Each team will be allowed to have up to two players on the Diabled List at any given time, and will not count towards their
. "Active" Roster limit. A player is eligible for the Disabled List on when they have been placed on their MLB team's Disabled
. List, but not before the last week of March, just prior to the start of the season.
D. Any player placed on the DL during MLB Spring Training, will not be eligible to be re-activated until the 3rd week of the
. regular season.
E. In order to place a player on the DL, an owner must sumit a Free Agent form prior to the regular Free Agent pickup day
. their request, and a Free Agent(s) to sign as a replacement if necessary (which will not count towards the Free Agent
. pickup limit of 2, however the player must qualify at the same position as the disabled player).
F. If a player is injured while on a team's current lineup, they may not be substituted out until the next lineups are due
. (see also Section XI, C. below).
G. Once a player has been activated from their MLB team's Disabled List, they must be activated from their FBF Disabled
. List on the next Free Agent pickup day. If they are not, the Free Agent signed as a replacement will be released and the
. player activated.
H. If a player is verified as "Out for the Season" teams may qualify for a Salary Exemption where only 20% of the player's
. salary will count towards the Salary Cap. The player must be placed on the DL and may not be re-activated until the
. following season. Teams must submit their requests for eligibilty to the Commissioner.
I. Each team will be restricted by a "Salary Cap" which will be set as described in section VII. below.
J. A player may only have his rights retained (be affiliated) with only one Fantasy Baseball Federation team at any given time.
K. Each team retains the rights to all their players year after year, until they are traded or released (ie: a "Keeper" league).
L. Each team will be allowed a Minor League or Farm team as described in section VI. below.

VI. Minors/Farm Teams
A. Each Farm team roster will be limited to a maximum of 10 players, with the following additional max position limits:

B. Only players who have 2 years or less MLB experience, as defined on their FBF Roster page, may be on a Farm team roster.
C. Players' MLB experience defined on their FBF Roster pages will only change during the "Off-season".
D. Once a player no longer qualifies for the Minors they will need to be transferred to their FBF Active Roster, Traded, or
. released, otherwise they will become a Free Agent.
E. Players may be "called up" from the Minors to their Fantasy Baseball Federation team "Active" roster as well transferred
. back to the Minors during the Spring and Regular Season, however they are limited to three such moves during any year,
. afterwhich they will become a Free Agent. This is an effort to simulate the MLB Options rule.
F. Players in the Minors do not have their salaries count against their Fantasy Baseball Federation Salary Cap unless they
. are called up to the "Active" roster.
G. There is no Disabled List for players in the Minors.

VII. Salary Cap
A. Each team will be required to adhere to a league "Salary Cap", which will be determined annually and announced prior
. to the Annual Draft.
B. All teams must be at or below the Salary Cap one week after the completion of the Annual Draft, and remain at or below the
. Cap during the regular and post-season. However, during the "Off-season" teams may exceed the Salary Cap.
C. Players' salaries count towards team payrolls when on the Disabled List, unless they are "Out for the Season", then only
. 20% of their salary counts towards the Cap (the "Insurance" factor).
D. Once a player is released, traded, or sent down to the Minors, their salary no longer counts towards their team's Cap.
E. Each player's salary will be updated and posted annually.

VIII. Free Agents
A. During the regular season, each team will be allowed to pickup up to 2 Free Agents per week, but must maintain all Roster
. and Position limits.
B. Free Agent pickups will be taken via team's Free Agent form from their Roster Page on the website. The team with the least
. actual total points accumulated to date in the corresponding week submitted getting first choice.
C. Free Agent requests must be submitted by 6:00 PM Pacific on Saturday's of each week to be processed. Any requests that
. are received afterwards will be processed the following week.
D. Rookie players are eligible to be requested one week after they have played in a MLB game.
E. Free Agent transactions shall be conducted by the Commissioner every Saturday evening or early Sunday morning of each
. week so that all new players are eligible for play in the next week’s Lineup.
F. The Free Agent/Trading Deadline will be the day following the MLB All-Star game, however Disabled List and Minor
. League moves may be made until the end of the Regular Season.
G. All players released by teams are not eligible to be acquired by another team as a Free Agent until the following week’s
. Free Agent period.
H. Salary Cap restrictions must be maintained by each team during Free Agent pickups, any transactions putting a team over
. the Salary Cap will not be allowed for that team.

IX. Trading
A. Trading will open around mid-February annually, and will remain open until the deadline in Section F. above.
B. There will be unlimited trades throughout the season, and any new players acquired will be eligible for play the next Lineup
. due date.
C. All trades will be reviewed by the Commissioner and are subject to owner veto if a 2/3 majority of the league owners dispute
. the trade.
D. If a trade would put any of the teams over the Salary Cap or in violation of Roster/Position restrictions, the affected team
. must submit a player who will be waived, released, put on the Disabled List, etc in order to maintain theCap/Roster limits.
E. Draft picks may be traded, see Section II. Draft Pick Restrictions.

X. Lineups
A. Each team is required to submit a lineup every Sunday* by midnight PST for the next week of play, which must consist of:

. * If MLB Opening Day falls on a Sunday, then Week #1 lineups need to be submitted Saturday by midnight.
B. Starting Pitcher's may not be submiited as the starter for more than one game per week.
C. If a team has a pitcher that qualifies at both SP and RP, they must be submitted as one or the other on the weekly lineup,
. not both.
D. Should a team fail to submit a lineup on a given week, their last week's lineup will automatically be used for the new/current
. week's lineup.
E. In the event of D. above, the Commisioner reserves the right to submit an alternate competetive lineup, specifically when
. no new lineups have been submitted over a recurring period.

XI. Gameplay & Scoring
A. Each week every team will play up to three Head to Head games, with each game against a different opponent.
B. The Game week will run from Monday thru Sunday, with the exception of the Playoffs for which a seperate schedule
. will be published. In addition, if the first MLB game of the season is on a Sunday, for league purposes this will be
. considered part of Week #1's games.
C. A team's score in each game will be determined by the amount of Fantasy Points that their players accumulate in each
. particular game. Points will be for Batting and Pitching performances. The scoring system and values have been designed
. to emulate realistic baseball scores.
D. Points scored by players in their first MLB game of a week will be applied towards their first FBF game of that week, their
. second game points applied towards the corresponding second FBFgame, etc.
E. Points will be awarded to players as follows:

. A Pitcher's ERA Pts for a game, including Starters, Relief Pitchers, and Closers, will be determined using the following formula:
.

Actual ERA Points value divided by 9 and multiplied by the number of Inning's Pitched,  (ERA Pts/9) * IP = Final Pts

.

G. The game is designed to reflect a both the value of Batting and the ability of a team's Pitching staff to stop their
. opponents offense. With that in mind, a team's score for a game will be simply figured by their Batting Points scored
. MINUS their opponents Pitching Points scored. Thus, individual Pitching performances have a direct bearing on
. reducing the opposing team's final score. Conversly, a poor pitching performance will in turn increase the opposing
. team's final score.
H. Any fractional team scores .50 and above will be rounded up, .49 and below will be rounded down.
I. The team with the most points scored in each game will win that game.
J. In the event of a tie due to H. above, the team with the most actual points will get the win.

XII. Playoffs/Post-season
A. The following teams will make the playoffs each season:
. - Each Division Winner automatically advances to the playoffs.
. - The two non-Division Winning teams in each league with the best W-L records will advance as Wildcard Teams.
B. In the event of a tie in records for potential Wildcard teams, the tie breaker will be Conference W-L Record with the better
. team advancing. If still tied then total points scored, the highest total qualifying 1st, second highest total 2nd, etc. If there
. is still a tie, then the Head to Head record between the tied teams will determine who advances. If there are more than two
. teams tied then the best total record against all teams tied will determine who advances, (ie: Team A 6-2 Vs B & C, Team B
. 5-3 Vs A & C, Team C 4-4, Team A advances to the playoffs). If still tied, then a die roll will determine who advances.
C. In the event of a tie for a Division Title, then the team with the best Division W-L Record will take the title. If still tied, then
. the team with the best Head to Head record between the teams tied will take the title. If there is still a tie or there are more
. than two teams tied, then the team with the most total points scored (not head to head record) will take the title. If still tied,
. then a die roll will determine who takes the title.
D. Each league will then be "Seeded" seperately from 1 thru 4 as follows:
. - Division Winner with best W-L record seeded 1
. - Other Division Winner seeded 2
. - Wildcard Team with best W-L record seeded 3
. - Other Wildcard Team seeded 4
E. In the event of a tie for Playoff seeding, Total Points Scored will be the tie breaker, followed by Head to Head record if
. still tied, and finally a die roll.
F. The Post-season schedule for each league will be:

G. Throughout the playoffs, the team with the highest seed will have "Home Field" advantage. In a 5 game series they will be
. home games 1,2, & 5, away games 3 & 4. In a 7 game series they will be home games 1, 2, 5, & 7 and away games 3, 4, & 6.
H. In the event of a tie game in the playoffs, the Home team wins.

XIII. Misc
A. The Commissioner will track all stats, results, standings, etc and will post them weekly via the Web-site.
B. Potential rule changes may be submitted to the Commissioner during the off-season, where they will be reviewed for
. potential inclusion the following or subsequent seasons.
C. The Commissioner reserves the right to change any rules as situations arise during the course of the regular season or
. during the off-season as he/she feels fit (by a vote or sole discression) under the premise of "In the best interest of the
. League".
D. The Commissioner shall have the final word in resolving all disputes.

XIV. Disclaimers
A. This league is not affiliated with Major League Baseball (MLB) in any way, and is soley for entertainment/enjoyment.
B. There will be no prizes awarded, other than bragging rights for your superior intellect and skill in winning the World
. Series, Division Title, etc.
C. All times listed for deadlines are Pacific Time Zone unless specifically stated otherwise.
